Nice car with terrible MPG

2020 Subaru Outback
I still consider my first Subaru Outback XT a good purchase. The big dissapointment, however, is its terrible gas usage. The sticker says 23/30 city/highway mpg and I'm getting an average of 18 after the first 1000 miles. Moreover, my 18 mpg is a combined city/highway result so it should rather be somewhere in the middle between 23 and 30. It's even worse than my15 years old Nissan … Maxima 3.5L.
Why Subaru is lying about that?
Update: almost 3 years and 11k miles later the average mileage improved to 21.5mpg and that's probably it for this car. Not so good but that's the only bad thing about this car. I really like it!
