I am looking at certified pre-owned vehicles, including Rav4s from 2008-2009. There does not appear to be any low interest financing on certified Toyotas (as there is on VW's--1.9%). The only language I have seen on Toyota websites is that CPO vehicles are eligible for Toyota's "new car financing rates." If you're in North America I don't know how you got a Japan version in 2010 (unless Canada can't satisfy the total demand). Just be aware that most SUVs of any size have a rear tailgate that opens UP. The RAV4 is one of the few that has a tailgate hinge on the right. How important is this for you? From the sound of things if Fitzmall has what you want I'd buy from them if the local dealers refuse to budge on their price.

Yes I would say there is a problem with the a/c. On my toyota I had the a/c compressor go bad, and when it did that I heard what sounded like water rushing through a pipe. That noise was coming from behind the glove box area. Once the compressor was replaced no more of that noise.
