Diagnosis turned into damage

Took my car in to get diagnosed and got it back with the rear bumper damaged. I basically paid money to get my car damaged. The person handling my case gave me a timeframe to receive my car that was not met and this person was unavailable one of those days. Why was my case not handed to somebody else or at the very least communicate the coming availability.
