Dealer invoice $35,235???

I am a military member and I approached the dealership with my VeteransAdvantage X-price that states I am entitled to purchase a vehicle at invoice in addition to any rebates and discounts. I do not believe a $37,000.00 is invoiced at 35,235.00. Doesn't add up... Nor were we given the $2,500.00 customer cash and I was not given a satisfactory answer as to why.
