Spot Delivery Scam and Yo-yo Financing, AVOID!!!

I “purchased” a 2016 Rav4 Limited from Woburn Toyota on Sunday March 20, 2016, and I got the vehicle on Thursday March 24, 2016 since finance and registration took some time. For this deal, I traded in my old car, paid $2000 down payment and financed the rest through Toyota Financing. I was not sure about whether I could finance through Toyota since I’m not a US citizen, so I asked my salesman, and the finance manager who handles my deal multiple times (>5) whether I could finance through Toyota before I signed the deal and during the waiting through March 20 to March 24, they all replied yes. I still have their emails confirming that my finance was approved. On March 24, they told me that everything was all set and I got the Rav4. But on Monday April 4 2016, I got an email and a call from my salesman. In the email, he told me I should "come back today tonight so you can resign all your documents. We went with a different bank to get you approved". I was confused so I went to the dealership that night, however, I met my finance manager and a “director of finance” there, they told me that my finance fell through and two options for me were: 1) I could get my own auto loan for Rav4 or, 2) return the Rav4, get my old car and the down payment back - in summary, reverse the deal and “there’s no cost to me”, at least this was the word they gave me. Feeling uncomfortable about the way they deal with their customers, I decided to abandon the Rav4 and get my old car back. Then I was so naive that I signed one contract trading in the Rav4 for my old car, and a “registration transfer” document which I later found was a total piece of junk, it’s not legal at all. The dealership put the plates that used to be on the Rav4 on my old car and told me it’s okay to drive with those plates since “they have filed the registration transfer”. The finance manager told me they would send me the $2,000 down payment back to me in check next week. During the whole week, I called the dealership several times regarding my down payment refund, but each time they gave me a different response regarding when and how they would refund me the money. On Friday April 8 2016 morning, the director of finance called me and told me that their “accounting department” was working on the $2,000 refund and I would have the refund on the credit card in “24 to 48 hours”. In the afternoon, the director of finance and my salesman called and told me that they “have a great news for me” and I could purchase another Rav4 with the same configurations since they got my finance approved. I checked my credit report, they made four credit runs without my permission. Of course I declined this “offer”. By the end of the day, the director of finance called me again asking me to come to them Saturday morning to get my old car registered and titled in MA, and they would cover all the costs. They also required I left my old car at the dealership over the weekend, and they would provide a rental car. Interesting. I didn’t take my old car there of course, who knows what they would do to my car. Now the situation is I already have my down payment back, after weeks’ efforts. But I’ll be charged a large excise tax bill since the Rav4 was registered to me in March and April, and I still don’t have anything in writing from Woburn Toyota stating that they will cover that cost, they did promise to cover that, but I don’t trust them anymore unless it’s in writing. And I don’t even have all the documents I signed yet, they promised to send me all the documents last week but of course, they didn’t. I’m gonna file complaints to Attorney General in my state and on bbb.org to resolve this issue. One star is too much for Woburn Toyota, I suggest that shoppers can simply avoid this dealership unless they want to buy a vehicle the hard way.
