Purchased extra key/fob

Purchased an extra key and fob. Paid to have it programmed a question to be in charge shop supplies for having a key fob programmed. Service advisor told me they were required under Louisiana law to do that total cost of the key was an excess of $570. I informed the service advisor if that is the case I will not be returning
