I thought "bait and switch" was illegal now

onI have my current car serviced at this dealership.
Service has been fine, but I guess since we were in their "system," I was sent a solicitation letter by mail.
They stated that they were interested in buying my car outright for about $13,000, since people wanted that model and they needed inventory.
I was already in the market for a new car, so I went to the dealership to inquire about this offer.
They appraised my car, but wouldn't reveal the amount for about 3 hours, after two test drives and processing a credit check.
When they did, it was about HALF of the amount stated in the letter, even though my car was in very good, clean condition.
They also denied that there was a rebate available on the model I was interested in, even though I'd found it on the internet.
So the letter was just a ruse to get me to come in and pay top dollar with no rebate or fair trade-in.
The only reason I gave two stars was because the salesperson that was helping us was courteous and did present to his sales manager a price offer we could live with.
Of course, it was refused, and after three hours I went home with nothing but the feeling of being cheated by a "bait and switch" offer.
