Six months later and still no plates

Short story. Bought vehicle May 2017 and it is now December 14th and I still haven't gotten plates. DMV says waiting on paperwork from dealer. They referred me to their Investigative Division. They issued them a misdemeanor citation. Contacted dealer numerous times before filing complaint with DMV but was passed to different person each time. Still no plates, expired temp registration (DMV won't issue new one), and paying for insurance on vehicle I can't drive.
