Double Charging Delivery Fee

I went to Auto Gallery Mitsubishi in Corona on Sat 7/6/19 to purchase a Mitsubishi Mirage.
I went to Mitsubishi in Puente Hills on Sun 7/7/19 to purchase a Mitsubishi Outlander.
I only make car purchases infrequently so I was unfamiliar with all the fees initially. However, when discussing price breakdowns at the second dealership. I noticed that they did not have a delivery fee and inquired about this. It was noted to be included in the MSRP window sticker already, so it could not be added again as I would be double charged, and it's federally mandated that delivery charges are uniform.
I contacted Mitsubishi in Corona again and spoke mainly with Larry Romeo, the sales manager. Ultimately, he felt the double charging of the delivery fee was justified because of the sales disclosure. He offered to refund me half the extra delivery fee of $995, I declined, and in a later phone call he said there was wrongdoing on his part.
I do not agree that with Larry that a sales disclosure allows him to charge me the vehicle delivery fee twice. It is a federally mandated uniform fee.
Also, I am concerned this may be occurring systematically at the dealership and I would like it this to be investigated.
I would encourage others to look at their pricing sheets carefully, and report any double charging of the delivery fee to the Federal Trade Commission.
