Overall service and experience was poor!

I went with my brother to this dealership to purchase a car. We called Darcar's Temple Hills in advance to ensure that we wouldn't waste our time driving there. When we got there, we found that the cars they were advertising were not in stock. They halfheartedly suggested that they could pick vehicles up for us from other dealerships but the sales guy Gary then told us that he "didn't want to waste his time." My brother finally settled on one Kia Optima after test driving 2 vehicles. When we got inside with Gary to talk about pricing, he told us that he had nothing to do with that and that someone else would come in. So another guy came in, the manager, Kevin, and he was completely disrespectful in his negotiation tactics. I've bought two cars before so I know my expectations with negotiating to get a fair deal, but not only was he degrading us, but he walked out of the room to help several other "customers" (we found out later that those were his friends). We started negotiating on price and finally got to an agreeable point when I noticed that the wrong car was written down. Gary has not been listening to us when we told him which car we wanted to purchase. So Kevin went back to his office and changed the price to reflect the actual car my brother wanted….he offered us the sticker price under the guise of a "deal". Keep in mind, the sticker price was $8,000 more than what the vehicle was listed for online. And when we pointed this out, Kevin had no real explanation as to why he wouldn't honor the price that was listed online. As I tried to explain why we wanted to show him the price online he cut me off and said he didn’t have time to go back and forth because he had other customers trying to purchase cars. And with that he walked out. Getting fed up, we walked out as well but decided to continue to press the issue because my brother loved the car and they had already run his credit. So eventually Kevin pulled up the online price and was willing to offer that to us something a little over that (maybe $500 more). My brother was willing to do that. After agreeing on the price, we had to wait in a cramped office for 2 hours to wait for the "finance guy". When asked when the "financer" would be available, I was told that there were several people in front of us and there was nothing they could do even if I was in a rush. They told me if my brother didn’t want the car, someone else would buy it. I don’t think that response was necessary for the situation. We waited the two hours. When we got through financing, Kevin finally revealed that he did not want to sell the car because his wife wanted him to purchase it. Talk about dishonest business practices. Kevin gave us false prices just to keep the car on the lot for himself. He was even willing to price gouge just to keep it on the lot. During all of this, the car was supposedly being detailed both inside and out. My brother took the car home that night and the next day he saw that the car wasn't actually clean. The service team had just put paper mats on the floor to cover the dirt. We also saw that the gas tank was empty even after we were told that they we're filling the tank the night before. Then, as we were driving, the change oil light came on (after having the car for about 10 hours)!!!! The prompt near the speedometer said the car had 0 miles worth of oil left!!! What kind of pre-owned car doesn't come cleaned, with a full tank of gas, and all service work done???? Cars at Darcars!!! My brother took the car back the next day so they could service it. After arguing with Gary and Kevin about the "fact" that they don't owe him anything more, they cleaned the car....and that was it. They were not willing to fill the gas tank or change the oil... Although my brother likes his car, I hope that it was a good buy. Darcar's Temple Hill did not present themselves in a way that promotes fair and respectful business. They did not do even the bare minimum in terms of service, for someone purchasing a vehicle.
