Switch and Bait, Unprofessional

onIf only I could select negative stars...here is a case of bait and switch and stereotypical car salesman behavior.
We made an appointment to close a deal after receiving a quote from BMW of Fairfax via email.
We made sure to also confirm the quote twice on the phone. Upon arrival at the dealership, we were greeted with a car salesman who looked up our information.
He disappeared twice, during which I called the original quote provider, and again he confirmed that the quote was correct. A few minutes later, the car salesman reappeared with the quote provider, who then apologized that this was an incorrect quote and he did not intend for this to happen. Whether this was a genuine mistake or not, this bait and switch was a complete utter waste of our time.
We were furious, walked out, went back in and demanded to speak to a manager. While knowing that the manager will not do anything because he is ultimately the leader of the pack [non-permissible content removed], he needed to know the lack of professionalism.
After some back and forth, he "apologized" and proceeded with an act of "what's the right thing to do?"
He then said that he will give us a "deal" by selling the car to us at cost, at 7% off MSRP.
He must have thought we were born yesterday, and that in this day and age, no one does their research when buying a car.
We had already received a quote of 7% off MSRP from another dealer, so this was utter rubbish.
John H (sales manager), if you're reading, "doing the right thing" means following through with what was agreed, not baiting the customer in, and "cutting a deal" that still leaves the customer losing.
Why does a dealership selling elite products get away with such unprofessional behavior?
Because they think they are the only dealership in an affluent neighborhood and couldn't care less.
