Illegal Price Gauging for Safety Recall

onThis dealer stated I would need to pay a diagnostic fee for them to assess my vehicle before they would process an official manufacturer safety recall which I received in the mail for my vehicle. I spoke to the service manager for probably 15 minutes. I'm baffled a dealer would behave this way.
