Didn't rotate my tires, but charged me for a rotation anyway.

I went to Roseville Toyota for a routine oil change and tire rotation about a month ago. I thought everything went well until I was checking my tire pressure a few weeks later. I noticed a distinct scratch on my right front wheel which occurred during a camping trip 3 months earlier. If Toyota had rotated the tires, the aforementioned wheel would be at the rear of the car (or any other corner except the right front). I checked my receipt and found that they did charge me for a tire rotation. If it wasn't for that scratch, I probably would have never known that the wheels weren't rotated. I realize this is a minor issue, but it's a major inconvenience to take half a day off just to take the vehicle back and wait for the tires to get rotated. I'm wondering how often they "forget" to do tire rotations that they charge for, seeing as most people would probably never know the difference.
