For a 1997 Ford Explorer, a 1995 may be similar: It is a pain to do this. Lots of screws amd lots of plastic to carefully and patiently bend and remove. 1. Remove the lower plastic panel under the steering wheel, it has 2 screws from underneath on each side, and 2 screws to remove on the hood release. I have the same problem with my 1997 Explorer. It only occurs when we are doing a cold start in the morning near Lake Tahoe, i.e. when outside temp is 4000ft. You will need to troubleshoot the circuit, checking for the presence of power thoughout the circuits, to see where you are loosing the power. You will need some electrical expertise if you get into checking the wiring, and a good wiring diagram will help. I have Two V8 Explorers, a 1997 with 150K miles, and a 2000 with 128K miles, both run and shift like new, I really love them both. Both Explorers are two wheel drive, not AWD. They are the best automatic transmissions that Ford puts in the Explorers. Like anything else, they do have some minor inheirent weaknesses, but overall they are very strong and reliable. I ... I have said this over and over again, but here goes one more time. The FORD EXPLORERS with the SOHC V6 have problematic engines and problematic automatic transmissions.
