    As far as your starting concern it needs a ignition switch amazon has a ac delco one for like 23.     I own a 2005 Ion with the same problem. One suggested solution which didn't work for me was the idea of leaving the key in the ignition. I'm in Canada so have to deal with the Saturn Canada crowd and, while they sound helpful, haven't come up with a solution. It seems to me that a recall is the only answer but how do we get them to move????

    Although I can't speak for any 04 IONs, we bought a 2003 Saturn ION 2 with automatic transmission new in 2003 and we love it. We put almost 78,000 miles on it. Have had no major problems but have performed routine maintenance. Did replace the tires at 65,000 miles (Costco's great for tires).     This sounds like the same problem I had with my daughter's 2004 ION 2. See my message in the forum Saturn Problems & Solutions #793 for a description of what worked for me. If you perform the repair, you will need to use the relearn procedure for the passlock system described in Saturn Problems & Solutions #797 Hope this helps to save you a few bucks.
