BATON ROUGE, La. Legislation to tweak a new law requiring alternative fuels to be sold in Louisiana -- so that it can't take effect if it would increase gasoline prices -- was sent to Governor Kathleen Blanco's desk today with final passage from the House. Blanco's spokesman says the governor would look closely at the bill to ensure it protects consumers -- but doesn't try to sidestep the plant-based fuel requirement entirely -- before determining whether she will sign it. Lawmakers approved the price control provision after the Legislature received criticism that the alternative fuel law it passed a few weeks ago would significantly bump up gas prices. The Senate yesterday approved the language to limit the mandate, and House members approved it today in a 97-1 vote, with hours to go in the legislative session. Only Representative Elcie Guillory, of Lake Charles, voted against the measure. The price control law sets up a trigger where the alternative fuel requirement would kick in six months after Louisiana-manufactured ethanol for 60 days costs no more than the average wholesale price of regular gasoline in Louisiana. A federal subsidy to lower the price of ethanol would be included in the consideration of the ethanol price. Under the alternative fuels law, two percent of the total gasoline sold in Louisiana will have to be agriculture-based when ethanol production in the state reaches 50 (m) million gallons annually, biodiesel production reaches ten (m) million gallons each year or production of another alternative fuel reaches 20 (m) million gallons a year. Louisiana doesn't have an ethanol plant yet, but several plans to build a plant are on the table.

Switch to ethanol blends might be costly at pump Governor evaluates contrasting forecasts Wednesday, June 07, 2006 By Laura Maggi Capital bureau BATON ROUGE -- If a proposal to require that ethanol-blended gasoline be sold in Louisiana were in effect today, consumers almost certainly would be spending more at the gas pump. This has led Gov. Kathleen Blanco, whose staff lobbied on behalf of the proposal touted by Agriculture Commissioner Bob Odom, to take another look at House Bill 685. Business groups have highlighted the mandate's potential impact on gas prices in urging Blanco to veto the legislation. "The one piece she has asked us to thoroughly assess is gas prices," said Jimmy Clarke, Blanco's chief of staff, who added that the governor is still leaning toward signing the legislation. The governor has until Monday to determine whether to sign the bill or veto it before it automatically becomes law without her signature. The legislation, sponsored by Rep. Francis Thompson, D-Delhi, would require that once the production of ethanol and biodiesel in Louisiana reaches a certain level, 2 percent of the total gas and diesel sold in the state must be so-called renewable fuels. How this mandate would be implemented is not clear, as the bill gives broad authority to Odom to develop rules and regulations. Proponents of the mandate argue that it will create a guaranteed market for ethanol in Louisiana, therefore promoting the development of biofuels facilities in the state that will distill fuel from agricultural products. They have played down any potential price increase, saying that the cost of ethanol-blended gasoline sold in states with ethanol production tends to be on par with that of regular gasoline. Ethanol can be distilled from a wide variety of crops, although most of the fuel in the United States is made from corn. There are no ethanol plants in Louisiana, although a few firms are exploring the idea. A biodiesel manufacturer began operations in Grant Parish this spring. Pricier option Ethanol is more expensive than regular unleaded gasoline, which means that blends are typically pricier. In the last week of May, for example, reformulated gasoline that usually contains 5.7 percent ethanol sold in the Midwest and Gulf Coast for an average of 11 cents to 13 cents more per gallon, according to the Energy Information Administration, a division of the U.S. Department of Energy.

BMWs: The L6 isn't the sporting one, no. It's just a re-name for the 635CSi. The idea was that the L6 was the lazy tourer and the M6 was the hot rod. The L6 went over like an Elephanto Blanco and so they changed the name back again to 635 CSi. 1986 was maybe the only half-decent year for the XJ6, if you really have to have one. But don't pay more than $2,500 for it tops.

Now there's a car you REALLY want to stay away from. The seller is talking nonsense. There were over 3,000 of them made. Having a sunroof doesn't make it a different car. Value? Maybe $15,000 if it were spectacular. Then you get to see your Mercedes mechanic leap for joy. Can you say Elephanto Blanco?
