You didn't say if you have automatic temperature control or the standard HVAC. If you have standard (C67) no digital readout, there are two relays that switch. If one is burned, the blower doesn't work on the lower speeds and if the other is burned the system doesn't have the highest blower speed. I have a 1993 Pontiac Bonneville SSEI (supercharger) with a horrible noise at idle. We at first thought it was the bearing in the nose cone of the supercharger, had that fixed. Start it up and it's still there. Then we thought the tensioner unit caused the problem (supercharger) It is out and the noise is still there. It appears it's now in the crankshaft pulley. ... Is the "security" light flashing? If so, that means the key resistor is not getting read correctly and the VATS systemis locking out the starter. After 3 minutes you can try again with a different key if you have one or with a key where you've cleaned the resistor. I have a 1993 Pontiac Bonneville that won't start. All the lights come on and the power windows work but it won't start. It has chip in the key for the ignition, could that be it?
