The TJ arrived in 1997 and by the 1998.5 model year most of the bugs had been worked out. It's easily identified by the HVAC controls which are rotary, compared to the earlier cable operated slide action. Sounds like the actuator door between defrost and vent is not working properly. The slide controls on the 97 are mechanical and probably pretty easy to fix if it is just the controller. Sometimes the check engine light comes on. No codes. An illumination of the MIL is a cause for concern. It means that there's a problem that could possibly affect driveability. When the light comes on the PCM generates a code so that you can see what caused the light to come on. You do have codes, or at least one.

The tail lights aren't supposed to turn off when you turn the engine off, you control them with the light switch. If you're referring to the brake lights, then they too run independent of the ignition switch and should illuminate whenever the brake pedal is depressed. If they come on at any time without the pedal being pressed, then the problem is most likely a faulty brake light switch.

You have what is often called "death wobble" - an ailment of some jeeps. Usually it is a result of a problem in a steering system component (including tires). Please look in the maintenance board for 1997-2007 jeeps and on the main "jeep wrangler" board. In the main board, search for "death wobble". The maintenance board has "dw" as a recent topic. I think that the lack of a VSS signal is playing a part here. It sounds like an intermittent VSS problem though, as the engine won't idle if the signal is completely missing. Also, VSS data is used when deaccelerating so that the IAC can be used to generate ... Read More

I've no idea what it is, but if it's not being blown in by the HVAC unit, then that narrows down where it is. Remove the carpets and let the Jeep air out. If the smell remains then remove the seats. If it's not the carpet or the seats, then tracking down the location of the smell using your nose should now be fairly easy.
