If it's the factory installed alarm, you can just not arm it instead of pulling the fuses. With the doors closed use the automatic door locks to secure all doors & liftgate. Try changing the starter relay in the distribution center under the hood. I had the same problem in my 1994 Jeep Grand Cherokee and the starter relay was bad. It may be circuit breaker or relay that's oscillating (turning on/off repeatedly). In my 97 JGC the internal fuse panel is in the kick board underneath the glover compartment. Unotunately not. Had the Battery disconnected and took out the radio for the serial, brand, etc...over night. Starts always with "Please wait 2hrs", then switching to "wait"... Well, here's what I think. It's your fuel pump. Just replace it. My reason is that I had one fail on an older car (not a Jeep) and the symptoms were about the same. You might want to take a look at the rotors on the Jeep. Even if it not techinically time to have them changed. I have heard on many other forums that JGCs tend to go through rotors like water....
You might want to take a look at your steering stabilizer. The next thing to look at is the front wheel u-joints; pull the front wheels and rotate the hubs back a forth and watch the joints for excess play.

I had a 1999 GCL. As I recall, the air ducts had electronic controlled dampers to vary the temperature. I sounds that either the control module for the climate control has failed or you have something going on with the dampers. A damper motor could have failed. It also could be that the plastic air duct has deformed and has jammed the damper in one position.
I'm having the exact same problem with my 99 JGCL. I also have the dual climate control and the hot air blowing out on the 2 passengar side vents. An auto electric shop diagnosed the pcm as the problem and the price for one is quite expensive.
