2003 Diesel won't Down Shift

I have a 2003 Dodge Ram 2500 Diesel that doesn't want to down shift out of Overdrive when I want to pass or pickup speed as when entering a high speed interstate highway, even if I floor the throttle. There is no real conversation about the Dodge Ram. I've read at www.allpar.com that the 5.7 hemi's manufacturing costs are lower then the OHC 4.7's! I bet they still charge more for it! I would kill to see this motor in the current style Dakota.
