Re: WA Washington State Leasing Laws [heat_miser] by heat_miser on Thu May 20 00:34:01 PDT 2010

Apparently it is not legal to hold a lessee to a lease agreement if the lessor did not give the lessee a dated written statement of required disclosures prior to consummation of the lease. Title I of the Federal Consumer Protection Act re: Consumer Leasing says the following: http://www.fdic.gov/regulations/laws/rules/6500-600.html#fdic6500182 Sec 182 reads as follows: § 182. Consumer lease disclosures Each lessor shall give a lessee prior to the consummation of the lease a dated written statement on which the lessor and lessee are identified setting out accurately and in a clear and conspicuous manner the following information with respect to that lease, as applicable… (then a list of disclosures follows) WA State Law agrees with Federal Law by stating the following: http://apps.leg.wa.gov/rcw/default.aspx?cite=63.10.045 RCW 63.10.045 Unlawful acts or practices — Consumer lease of a motor vehicle: Each of the following acts or practices are unlawful in the context of offering a consumer lease of a motor vehicle: ... 3) Failure to comply with the disclosure requirements of Title I of the federal consumer protection act (90 Stat. 257, 15 U.S.C. Sec. 1667 et seq.), which is also known as the federal consumer leasing act, including, but not limited to, failure to disclose all fees that will be due when a consumer exercises the option to purchase. Also for good reading is Federal Regulation M: http://www.fdic.gov/regulations/laws/rules/6500-2000.html#fdic6500213.3 (1) Form of disclosures. The disclosures required by § 213.4 shall be given to the lessee together in a dated statement that identifies the lessor and the lessee; the disclosures may be made either in a separate statement that identifies the consumer lease transaction or in the contract or other document evidencing the lease. Alternatively, the disclosures required to be segregated from other information under paragraph (a) (2) of this section may be provided in a separate dated statement that identifies the lease, and the other required disclosures may be provided in the lease contract or other document evidencing the lease. In a lease of multiple items, the property description required by § 213.4(a) may be given in a separate statement that is incorporated by reference in the disclosure statement required by this paragraph. ... (3) Timing of disclosures. A lessor shall provide the disclosures to the lessee prior to the consummation of a consumer lease.

Re: 2007 Honda Pilot 4WD EX-L with Nav [pilotwannabie] by hos on Tue Nov 21 02:38:19 PST 2006

hakjoon is correct. 33K includes destination charge of around $650. Tax and lic are added on top of that. Unfortunately city of Bellevue has 9.1 percent sales tax but this year (perhaps its the last year you can do this in WA unless its extended again), you can deduct your sales tax from your Federal income tax. If you don't want to keep every single receipt during the year, the gov. provides an estimate based on the number of people in your family, then you can still add high price items on top of that. Not a bad deal. Also, Honda of Kirkland and Honda of Bellevue are owned by the same people. However I have heard from several people that Bellevue dealer is more flexible than Kirkland and are willing to work with you. I had a good experience there. If you go there look for 'MO'. He is a sales person and a nice guy.

33K for Pilot EX-L with Navigation in WA by rayhan on Wed May 10 17:14:22 PDT 2006

April 30, bought Pilot EX-L with Navigation for 33K (plus taxes) from Honda of Kirkland. Very unhappy with dealership. Car had 261 miles on it since owner likes to drive Pilots with navigation home to Federal Way! We thought we were buying a new car. This after the salesman told us (during the test drive) that the car should have arrived either the day before or the same day because navi was not set up. Somewhere during the bargaining process, the dealer decided to take the cargo mat out from the car so that they could meet our price. This info was not clearly communicated to us. Cargo mats cost around $100. The dealer did make money in this deal. Bad attitude. Had to wait for a couple of hours for finance folks since they were so busy. Interestingly, you have to buy water in that place. We asked for lease information, but the salesman misunderstood our question and said that we need to talk to the finance guy. When we asked again a few hours later so that we could decide to buy/lease, they gave us crazy numbers. We decided to buy. They said that they would do the paperwork for a car trade for $400 and nothing less. Our mistake was that we got taken in by the month end hoopla and after spending hours in that place, did not have the time to look around again. Big mistake. However, this is not a dealership you should trust. Must double check everything. Salesman did not explain how the car worked or even get the navigation system working when handing off the car to us. We had to back and ask them to do it. Finance guy was great, but overall experience was pathetic.
