Some shady stuff going on

I had my 40,000 mile service done at this dealer on my 2004 GTI 1.8T. I told them not to change the oil and filter (I always do that myself) and do not rotate the tires (I was going to have it done for free elsewhere). Also, the center console latch was broken so I asked them to fix that. I dropped the car off in the morning before they opened using their drop slot and the car was done at about 4 PM that afternoon. I was expecting a total bill on the order of $300 tops. When they called me to tell me the car was ready, they quoted me a number closer to $600 (!!!) I was pissed because I had requested a phone call so I could authorize a quote, and I would've never authorized such a high price...but I never got a phone call. Went to the dealer and looked over the bill with a service advisor. Apparently they couldn't read the phone number I had written down and proceeded to do the work anyway (while also proceeding to mark that I had authorized the work and the quote, which is NOT cool). This is despite the fact that the exact same phone number I had given them on the sheet WAS IN THEIR COMPUTER SYSTEM. Turns out they decided to go ahead and do a brake fluid flush "because we reccomend people do that every 20,000 miles", not realizing that I had had them do it at my 30,000 mile service...again, something that was IN THEIR COMPUTER SYSTEM. I got them to remove that item from the bill and also a couple other smaller issues that were on the bill...talked the bill down to the low $400 dollar range...which was more fair but still expensive compared to what I was expecting. The quality of work they do is fine, and the service advisors are willing to help you out and correct mistakes, but they also seem to try to pull weird things. I wouldn't avoid them entirely but I'd be VERY on top of what they are doing. I've had better experiences with them in the past, it should be noted, and they seem to be one of the better VW dealers in the area.
